Last month, a framework was crafted by CIA Director Bill Burns, Mossad Chief David Barnea, Qatari PM Sheikh Mohammed, and Egypt’s Intel Chief Abbas Kamel. US, Egypt, and Qatar officials are expected to join in Cairo to restart three-phase negotiations.
